Delhi 2047: The big plan, the bigger question
Build denser, live better? Delhi’s high-rise gamble under MPD-2047

By 2047, Delhi could be home to nearly 32 million people, need around 1,600 million gallons of potable water every day, generate nearly 26,000 tonnes of solid waste daily and require roughly 40 lakh additional homes.Those numbers tell a bigger story than population growth. They point to a city that will need to build more — while somehow using less land, less water and fewer resources, without compromising safety, mobility, liveability or the environment.That is the challenge at the heart of the Master Plan for Delhi 2047 (MPD-2047).The Delhi Development Authority (DDA) unveiled the MPD-2047 at the National Media Centre on August 20, 2026, presenting it as the fourth master plan for the capital, with a perspective extending to 2047. The authority has described the plan as a framework for shaping Delhi’s future growth, with its focus spanning housing, mobility, infrastructure, environmental sustainability and efficient land use.

Delhi at a glance

The plan comes after earlier master plans for 1962, 2001 and 2021. DDA’s current master-plan framework includes policies on transit-oriented development, land pooling, redevelopment of ageing neighbourhoods and ecological restoration, placing long-term urban growth alongside infrastructure capacity and sustainability.It envisions a denser, more connected and more transit-oriented Delhi, with large-scale housing, redevelopment of ageing neighbourhoods, stronger public transport, green-blue networks, ecological restoration and new approaches to land and infrastructure planning. It also pushes for compact growth, with development increasingly tied to the capacity of roads, public transport, water, drainage, sewerage and other essential services.But there is a larger question: Can Delhi grow at this scale without repeating the problems that already make the city struggle today?The question becomes harder to ignore when incidents such as the recent Satya Niketan building collapse enter the conversation. The tragedy exposed something the master plan itself acknowledges: planning a city is not enough if building safety, approvals, enforcement and infrastructure do not keep pace with growth.So, what does MPD-2047 promise, and can Delhi actually deliver it?

More homes, but still affordable?

Housing is perhaps the plan’s biggest promise. MPD-2047 estimates the city’s housing requirement at nearly 40 lakh dwelling units by 2047. The strategy combines affordable housing, rental housing, EWS housing, hostels and dormitories, affordable rental housing complexes and redevelopment of existing areas. The government says around 18 lakh affordable homes could come through transit-oriented development, while redevelopment of existing group and government housing could add around seven lakh dwelling units.Land pooling is another major pillar, with the DDA hoping to unlock large areas of land and potentially facilitate up to 20 lakh homes.This is sensible in a land-constrained city. But “affordable” is not simply a number of units. A home is affordable only if households can afford its purchase or rent, utilities, maintenance and commute.That makes displacement an important question. Redevelopment and densification can raise land values and change neighbourhood economics. The success of the housing strategy will therefore depend not only on how many homes are built, but who can actually continue to live in them.

MPD-2047 also brings Delhi’s 357 villages into the larger redevelopment conversation. At a conference organised by the Dilli Dehat Project, speakers argued that the plan treats these villages primarily as areas for “regeneration”, rather than recognising them as historic settlements with distinct social, cultural and ecological assets. They also raised concerns about the protection of village commons such as ponds and grazing land, and the impact of road widening and land pooling on existing communities.

Density works — if infrastructure keeps up

MPD-2047 moves Delhi towards more compact development. It promotes redevelopment of brownfield areas, mixed-use development and transit-oriented growth, while encouraging higher intensity around mass-transit corridors. The plan also allows buildings of more than 100 floors to be developed as landmark projects in areas with adequate infrastructure.The idea is to support compact growth, reduce urban sprawl and free up more ground-level space for public and green areas. But density is not automatically sustainable.Concentrating growth near Metro and other mass-transit corridors can also make public transport more viable. Sustainability of vertical growth will depend on what surrounds these towers — transport, water, sewage, power, fire safety and open space. Building higher can save land, but only if infrastructure rises with it.

Every additional floor brings additional demand for water, sewage, electricity, roads, parking, fire services, schools, healthcare and drainage. MPD-2047 itself takes an infrastructure-led approach: new development is intended to be supported by roads, public transport, water, sewerage, drainage, power and digital connectivity.The real test, therefore, is sequencing.Can infrastructure capacity be demonstrated before density is increased?That may be one of the most important implementation questions for MPD-2047.

Water: The uncomfortable arithmetic

Water may be the plan’s clearest sustainability test.In 2021, Delhi’s water supply was about 935 MGD, against estimated demand of around 1,380 MGD. By 2047, potable-water demand is projected at approximately 1,600 MGD. The detailed augmentation calculation identifies about 401 MGD of additional supply, taking projected availability from roughly 1,000 MGD to about 1,401 MGD.That leaves an apparent gap of roughly 200 MGD against the 1,600 MGD demand estimate.The figures come from different stages and assumptions within the planning calculations, so they should not be treated as a simple supply-versus-demand failure. But they do highlight a genuine vulnerability: Delhi’s future growth cannot depend on finding water after development has already happened.That leaves an apparent gap of roughly 200 MGD against the 1,600 MGD demand estimate.The figures come from different stages and assumptions within the planning calculations, so they should not be treated as a simple supply-versus-demand failure. That leaves an apparent gap of roughly 200 MGD against the 1,600 MGD demand estimate.The figures come from different stages and assumptions within the planning calculations, so they should not be treated as a simple supply-versus-demand failure. But they do highlight a genuine vulnerability: Delhi’s future growth cannot depend on finding water after development has already happened.Water recycling, rainwater harvesting, wastewater treatment, groundwater recharge and demand management therefore need to move from supporting provisions to core infrastructure.As MoHUA secretary D Thara recently told real-estate developers, housing projects need green areas, rainwater harvesting, water recycling and sewage-treatment infrastructure rather than simply buildings and roads.

Safety: The cost of building without safeguards

The Satya Niketan building collapse has put Delhi’s student housing and building-safety systems under scrutiny. A five-storey boys’ paying guest accommodation near Delhi University’s South Campus collapsed in September 2026, killing seven people, including five university students.

The wider question is how safely Delhi’s high-density neighbourhoods are being managed. In Rajendra Nagar, severe waterlogging and drainage failures have repeatedly disrupted life, while the deaths of civil-services aspirants in a flooded coaching-centre basement in 2024 exposed serious gaps in building use, drainage and enforcement. Similar concerns have emerged around cramped PGs, narrow lanes and ageing buildings in student hubs.These incidents underline that urban growth is not only about adding housing and infrastructure. As MPD-2047 enables redevelopment and greater density, building permissions, structural safety, drainage, inspections and emergency access will have to keep pace.
